Township capital spending for 2018

The 2018 Capital Improvement Plans (CIP) and budgets for the water and sewer funds were presented at Independence Township’s Sept. 19 board meeting. Projections are in comparison to 2017.
The requested CIP sewer budget for 2018 is $1,321,000 – $30,000 for sewer pump replacement, $80,000 for sewer I&I control, $20,000 for a generator replacement, $6,000 for site improvements, $750,000 for a Department of Public Works (DPW) building addition, $25,000 for a fuel island upgrade, $10,000 for a trailer, and $400,000 for the North Sashabaw sewer main extension.
For CIP water, $1,311,000 is requested – $6,000 for site improvements, $500,000 for an interconnected loop system at Deerwood/Deer Valley, $10,000 for a trailer, $25,000 for a fuel island upgrade, $750,000 for a building addition, and $20,000 for a replacement generator.
For the DPW sewer budget, revenues are projected to decrease $1,330,682 or 19.1 percent, labor costs are projected to decrease $60,193 or 6.8 percent, operating costs/debt are projected to decrease $1,508,410 or 24 percent and the overall increase to fund balance came in at $31,287, which is $237,921 or 115.1 percent better than 2017. Capital Costs are projected to increase $872,444 or 194.5 percent.
The DPW water budget revenues are projected to decrease $517,842 or 13.1 percent, labor costs are projected to increase $1,241 or 0.1 percent, operating costs are projected to decrease $13,483 or 0.7 percent, and Debt is projected to decrease $24,667 or 11 percent for an overall increase to fund balance of $267,127, which is $480,933 less than 2017. Capital Costs are projected to increase $899,000 or 218.2 percent.

New Millage Rates were approved by the Township Board at their Sep. 19 meeting. The 2017 General Fund Millage is .9907, Fire Operations Millage is 3.4304, Police Operations Millage is 2.8678 and the Safety Path Millage is .4368.
