Clarkston City Council voted unanimously at a special meeting, Sept. 1, to approve a storm drain project at the south bridge in Depot Park.
The project was awarded to Tillier Plumbing Company of Holly for $5,545, paid from the city sewer fund.
Work will include closing off the walkway from the edge of M-15 to the bridge; excavate and remove existing manhole cones, lids, and frames; new manhole risers to raise each manhole 4-5 feet from their existing height; and seal and reinstall cones, frames, and lids. Clarkston DPW workers will backfill around the new manhole risers.
Bids were also received from J&M for $7,200 and Beardslee Sand and Gravel of Clarkston for $6,400.
Council members Al Avery, Sharron Catallo, Eric Haven, and David Marsh approved the project. Mayor Joe Luginski and council members Jason Kneisc and Michael Sabol were absent.
Catallo said the special meeting was needed to allow the low bidder to begin work this week.
“There is time now (on their schedule),” she said. “The DPW is pretty comfortable accepting the lowest bid.”
“There’s not another city council meeting for 10 days,” Marsh said.
Steve Percival, who is running unopposed for mayor in November, questioned the manner in which the decision was made.
Resident Chet Pardee agreed.
“I’m amazed and outraged,” Pardee said at the meeting.
Part of the path from M-15 to the south Depot Park bridge was repaved last month after a review by city engineers found part of it in violation of the Americans with Disabilities Act.
The paving work with Ottman cost $3,200. Initial donations for the pathway and landscaping included $3,500 from HRC, $5,000 grant from Clinton River Watershed Council, $5,000 from Ottman paving, as well as plants, lights, rocks, and labor.
The bridge and walkway were built last year. The bridge was dedicated Sept. 7, 2015, in memory of the late Jeff Clark, brother of Bart Clark who along with his wife Diane donated $100,000 to the city for the project.
Bridge costs for supplies, contractors, and professional services were $96,689.52.
